Several Initiatives Advanced Across Councils

Throughout the month of March, representatives from NEI investor organizations convened to advance several key regional initiatives through meetings of the Regional Initiatives Council, the Northeast Indiana Colleges and Universities coalition, and the Business Attraction Council. Building on the momentum generated at February’s ROC meeting, these conversations highlighted both the scale of opportunity in Northeast Indiana and the importance of coordinated, cross-sector leadership to move the region forward.

At the Regional Initiatives Council, stakeholders engaged around the region’s emerging Creative Economy strategy, reinforcing the role that arts, culture, and design play not only in placemaking but in driving innovation, talent attraction, and long-term economic competitiveness. The discussion emphasized that Northeast Indiana already possesses strong foundational assets, from cultural institutions to creative businesses, but must continue aligning efforts, investing in infrastructure, and strengthening regional collaboration to fully realize this opportunity.

The Northeast Indiana Colleges and Universities coalition convened employers, higher education leaders, and community partners around a transformative opportunity: a potential collaborative response to the Lilly Endowment’s $500 million AI initiative. Conversations centered on a shared regional challenge: how to improve productivity and future-proof the workforce in the face of rapid AI adoption. Stakeholders explored a consortium-based model that would connect real business challenges with cross-institution student and faculty teams, creating hands-on learning while delivering measurable gains for employers. The discussion underscored the need for stronger alignment between education and industry, particularly around applied learning, critical thinking, and ethical AI use, as well as the importance of building flexible systems that can evolve alongside the technology itself.

Finally, the Business Attraction Council focused on the region’s competitive position in securing and deploying capital for growth, with a deep dive into New Markets Tax Credits and other incentive financing tools. The session highlighted what may be a once-in-a-generation window to leverage historic levels of federal and state incentive funding to support business expansion, particularly in manufacturing, where Northeast Indiana holds a significant competitive advantage. With substantial capital available and strong alignment with national policy trends, the conversation reinforced the urgency of proactively positioning regional projects to capture these resources and translate them into quality job creation and long-term economic resilience.

Taken together, these March engagements reflect a region actively aligning its economic development strategy across talent, innovation, placemaking, and capital deployment. By continuing to leverage the thought leadership and collaboration of partners across industry, education, and community organizations, Northeast Indiana is well-positioned to build on its current momentum and accelerate progress on the initiatives that will define its future.
